What is a power that the Governor does NOT possess?

The power that the Governor does not possess is the creation of new laws. In a state government, the authority to propose and create legislation is primarily held by the legislative branch, which in Wyoming consists of the Legislature (the House of Representatives and the Senate). The Governor can sign bills into law, which signifies approval of laws passed by the Legislature, and has the authority to grant pardons as a form of executive clemency. Additionally, the Governor can call special sessions of the Legislature to address specific issues. However, the actual process of drafting and enacting new laws is not within the Governor’s purview, solidifying that the creation of laws remains solely the responsibility of the legislative branch.
